SPEAKERS BIOGS

Fiona Bateman

Fiona is a solicitor and cofounder of Safeguarding Circle, an independent safeguarding consultancy supporting systems improvements, complex case resolution between agencies and championing legal literacy through reflective case supervision, workshops and training. She has chaired statutory Safeguarding Boards since 2014, working with strategic leaders from across statutory, provider and third sector organisations, to oversee improvements in adult safeguarding functions. She also works at national and region level undertaking safeguarding and domestic abuse related death reviews.

Professor Amanda Phelan

Amanda Phelan commenced her academic career in 2002 at the School of Nursing, Midwifery & Health Systems, University College Dublin and moved to Trinity College Dublin in 2000. In 2024, she commenced as a Full Professor in General Nursing in the School of Nursing, Psychotherapy & Community Health, Dublin City University. She has teaching experience and a research background in programmes related to adult safeguarding, community health, dementia, gerontological nursing, leadership and management, public health and advanced practice.

Dr Lucy Series

Lucy is a socio-legal academic, and an expert in mental capacity law, adult social care law, and disability human rights. She currently teaches on the MSc Social Work programme and the undergraduate Disability in Society unit at the University of Bristol.

Professor Emeritus Michael Preston-Shoot

Michael Preston-Shoot is Emeritus Professor of Social Work, University of Bedfordshire. He is Convenor of the National Network for Safeguarding Adults Boards Chairs. Michael is an Independent Adult Safeguarding Consultant and also Independent Chair of the following Safeguarding Adults Boards: Greenwich Safeguarding Adults Board, Somerset Safeguarding Adults Board.

Hayley Moore

Hayley Moore is Deputy Director Safeguarding and Closed Cultures at the Care Quality Commission, the health and social care regulator in England. Hayley has worked in health and social care for her whole career, predominantly in regulation. Over the last three years her focus has been leading a team that provide expertise on safeguarding and closed cultures, modern slavery and unethical international recruitment, and mental capacity and deprivation of liberty safeguards. Hayley has a particular interest and passion in organisational abuse.
