SPEAKERS BIOGS
Joanna MacDonald & Sinéad Power
Sinéad Power is Unit Head for ASP and Public Protection Scottish Government. Sinéad joined the Scottish Government in 2006 after completing a PhD at the University of Edinburgh and working in academia. She has held a range of research, policy and private office roles before joining the Office of the Chief Social Work Adviser in 2024. Sinéad now leads cross-public protection work and has recently expanded her Unit to include the Adult Support and Protection team.
Joanna MacDonald is Chief Executive of the National Social Work Agency and serves as the National Chief Social Work Adviser to the Scottish Government. She leads national work to strengthen social work leadership, learning and workforce support as part of the Scottish Government’s wider reform programme. Joanna has extensive experience across social work and social care, and public service reform and is committed to working in partnership with social workers, employers and partners to improve outcomes for people, families and communities.
Kerry Loveland-Morrison & Caroline Holloway
Kerry Loveland-Morrison is Head of Adult Safeguarding Unit in the Department of Health Northern Ireland. Kerry’s team has developed the Adult Protection Bill which is currently going through the Assembly in Northern Ireland.
Caroline Holloway, Department of Health, Strategic Planning & Performance Group – Social Care Lead, Adult Safeguarding & Interim Adult Protection Board. Caroline has led on and supported the set-up of the Interim Adult Protection Board.
Michael Preston-Shoot
Michael Preston-Shoot is Emeritus Professor of Social Work, Joint Convenor, National Network for Safeguarding Adult Board Chairs. Michael has experience as a safeguarding adult board chair and author of over 50 safeguarding adult reviews in England. He co-led both the first and second national analyses of safeguarding adult reviews in England. He has specialised in researching law, self-neglect, governance safeguarding, and homelessness.
Amanda Casey & Laura Casey
Amanda Casey was appointed as the first Chief Social Worker for the HSE in August 2024. She qualified as a Social Worker in Trinity College Dublin in 1996 and has worked in a variety of settings since that time, including Adoption and Fostering and Medical Social Work. She has also held a hospital group role as Implementation Lead for the Assisted Decision Making (Capacity) Act and Adult Safeguarding. She is Adjunct Assistant Professor of Social Work in the School of Social Work, Social Justice and Social Policy, University College Dublin. Amanda’s role is to lead on the HSE reform programme for adult safeguarding in Ireland and the implementation of the National Policy Framework for Adult Safeguarding in the Health and Social Care Sector.
Laura Casey is a Principal Officer in the Social Care Division in the Department of Health with responsibility for leading a range of policy and legislative reforms including in the areas of adult safeguarding and protection of liberty safeguards. She was responsible for leading the development of the recently published National Policy Framework for Adult Safeguarding in the Health and Social Care Sector is now focused on its implementation, including the development of legislation as committed to in the policy framework.
John Williams
John Williams is an Emeritus Professor of Law at Aberystwyth University. His research concentrates on older persons and the law with particular regard to human rights. He is a newly recruited member of the National Independent Safeguarding Board in Wales.
